Basically, wash the bottles, cut 'em into small manageable chunks and pop them in a metal container and into the oven at 350F. It should take a few minutes for the plastic to melt. PVC starts to decompose at 140oC so you want to put a safety thermostat that will prevent the temperature from going over that. You will need to get up around 100oC to get it soften enough to bend without kinking but the exact temperature will vary with the materials thickness and polymer composition.
If you simply need to melt the PVC enough that it is pliable, a heat gun will get the job done. If you need to melt the PVC to the extent that you can mold and shape it, you will need a double boiler.
