日前東方日報有這一段消息：
立法會財務委員會面對泛民主派提出嘅一百九十幾萬條修訂抗衡「剪布」議案，到依家都未知點處理好。尋日秘書處就搞咗個傳媒聚會，順便集思廣益，最後就諗出三招，包括財委會主席張宇人手起刀落狠狠裁定百幾萬項修訂係無聊瑣碎、報警投訴泛民不誠實使用電腦，以及第三招必殺技就係規定議員要白紙黑字親筆簽名提交修訂議案，迫使班泛民議員知難而退........(全文在 http://orientaldaily.on.cc/cnt/news/20130302/00176_092.html)。
我在非官方的政府行政主任交友網絡中，居然收到以下某舊同僚的贊同意見：
1.9 million
amendments is a worldwide joke for the Hong Kong legistature. It shows
how incompetent the members are. One member among the whole council
will disable the entire proceeding. There will be no such thing as
majority rule any more. Seems the LegCo secretariat is struggling to
make it right. There are three suggestions below.
Just rule the
amendments trivial and out of order and ignore them. Charge the member
who sent 1.9 million email computer crime.
Require each amendment to be signed and read: i.e. 1.9 million manual action.
I
think the first one is the most effective. But there is a need for a
brave chairman who could stand up against accusation and law suit. That
is what chairmen are for.
